The Regulatory Reform (Fire Safety) Order 2005, or FSO, was established in October 2006 and aimed at consolidating various related legislations into a single order. The FSO applies to almost all non-domestic premises and communal areas of purpose-built flats, flat conversions, and houses of multiple occupation (HMOs).

With the recent inclusion of the Fire Safety Act 2021, the external structure of buildings containing two or more domestic premises also falls under this order.
