EPCs are a contentious issue these days. They have been criticised in the press by people who don't understand their true benefit.
EPCs were never meant to reflect the usage of a particular occupant, but were meant to provide a comparison between different premises offered for sale or rent. Those seeking a new home needed to have some idea of the relative efficiency of a potential new home.
ADDITIONALLY EPCs give a measure of the impact on the planet. This is far more important than the cost of energy which is partly a political decision.

Home owners should be careful not to buy snake oil from keen sales people.
There are companies still pushing LPG which gets the worst score of any fuel. We need to warn the public of this.
Moreover we should stop burning anything. Oil and gas are the fuels that score well, but recently electricity has got better as the price of any hydrocarbon has risen.
The industry as a whole should create an advertising and advise presence.
