I've worked with Michelle from Over the Edge Websites on a number of projects. Her XHTML /CSS code is 100% valid and she writes very high quality semantic markup.

She has a very good knowledge of the issues faced developing modern websites (accessibility, cross browser compliance, hosting requirements etc) and I would certainly recommend her to anyone.
