From what you have described in theory yes, you would be entitled to receive a refund. It is a bit of a concern, however, that the company appear to have moved address, if they have ceased trading altogether then it may well be an impossible task to recover what you paid.
I would suggest that your first step would be to find out where they have gone and whether they are still in business - if they have simply moved premises it may be a simple case that in the confusion of a move your order has been mishandled. I am offering this only as a potential reason for the problem rather than as an excuse for the delay. If they have disappeared altogether you may well have an uphill struggle on your hands.
